On May 30, 2014 at approximately 6:45 p.m., officers responded to the parking lot of the Giant Foods in the 7900 block of Crain Highway Glen Burnie, MD for a report of a suspicious person.

Upon their arrival, they met with the reporting person who was concerned about a recent donation he just made to a group collecting for the “Support our Troops Foundation”.  After making a donation to a man and a woman purportedly collecting funds for the charity on the lot of the Giant Foods, the reporting person asked for and was given a flier about the group.  He called a number on the flier and he heard a cellphone in one of the collector’s pocket to start ringing. The reporting person believed this to be suspicious and he notified the police.

Amanda Miskimon Michael Michalski

Investigating officers first made contact with a female and learned that the male she was with had fled the area with the collection jar.  A search of the area was made and the male was located, however, the collection jar was not.

Officers were able to locate a number for the actual “Support Our Troops Foundation” and after speaking with representatives from the group, they were able to determine that neither of these two people represented nor were they authorized to make collections on behalf of the foundation.

The suspects were taken into custody and transported for processing. A quantity of U.S. currency was also seized as evidence.  It was learned during interview that the suspects have done this before. In addition, based on the investigation and interviews, the suspects were committing this fraud to fuel a drug habit.

Any person having contact with the suspects are urged to contact the Anne Arundel County Police Department at (410)-222-6145.

Suspect: Matthew David Michalski, 25, of 7200 block of Stratton Way, Baltimore, MD 21224

Further investigation revealed that the two occupants were the parents of the 8-month-old infant. When officers made contact with them, the adult male, who was in the driver’s seat, struggled to hold his balance and his speech was slurred. When the female occupant exited the vehicle from the passenger side, she stumbled and her speech was slurred. Officers observed evidence of suspected “synthetic marijuana” in plain view in the vehicle. At this point, the parents were determined to be under the influence and were neglecting the child.

Officers continued their investigation and located packages of suspected “synthetic marijuana” known as “K2” and smoking devices inside of the vehicle. Officers recovered the evidence which will be submitted for further lab analysis.

Both adults were placed under arrest and charged with neglect of a minor and the possession of CDS Paraphernalia. The child was transported to Anne Arundel Medical Center for a precautionary evaluation. heroinOn June 16, ten minutes after completing Naloxone training, Officer Justin Goods responded to the unit block of Amos Garrett Blvd for a report of a possible heroin overdose.  Officer Goods located a 24 year old man from Annapolis displaying symptoms of a heroin overdose.  The symptoms included being unresponsive, not breathing and turning blue.  Officer Goods administered 2 mgs of Naloxone by way of a nasal injection to the man.  Annapolis Fire Department arrived and assumed care of the man, whose condition began improving.  The man was transported to Anne Arundel Medical Center where he was conscious and alert.

Last week the Annapolis Fire Department began training police officers to carry nasal- administered Naloxone which can reverse an opiate overdose.  So far, more than 80 officers have been trained and now carry Naloxone.  The remainder of officers should be trained and equipped by the end of this week.

The Annapolis Police Department has responded to 27 non-fatal heroin overdoses in 2014.  There were six fatal heroin overdoses in Annapolis 2013 and one in 2014.  The Police Department developed and implemented this plan to train and equip officers with Naloxone to help save lives of people suffering opiate overdoses.

“This is an example of priceless work done by Annapolis police officers,” said Annapolis Police Chief Michael Pristoop.  “At the heart of our purpose is to protect and help people.  Fortunately our officer arrived quickly and took action to help save a life.”

“I want to thank Fire Chief David Stokes and his team who provided the training to our police officers on how to administer Narcan,” Annapolis Mayor Michael Pantelides said. “This is proof of how effective partnerships within the City can save lives.”

bikeaccidentOn June 28, 2014, at approximately 1410 hours, the Anne Arundel County Police Traffic Safety Section responded to a motor vehicle crash involving 2 bicyclists on MD Route 450 near Brice Lane, Annapolis.

The investigation determined that a 2011 Nissan operated by, Robin Vera Colbert, 54,  of Annapolis, was traveling south on MD Route 450 south of Brice Way.  The driver failed to drive in a single lane, crossed over the right edge line and entered onto the right shoulder. Police, bicycle advocacy groups emphasize shared roads are for everyone

Share-Road-Sign-K-4296This afternoon, Anne Arundel County Police Chief Kevin Davis addressed about 50 people gathered a block away from where two bicyclists were hit by a drunk driver on Saturday, including one of the victims. At the press conference, Chief Davis disclosed that charges were pending on the driver and that her Blood Alcohol Content was .15 which is nearly 2  times the legal limit in Maryland.

The message was clear–Anne Arundel County (and Maryland) roads are for everyone. With good weather, bicyclists and pedestrians will be on our roads and the statistics are trending up in Anne Arundel County. Just this weekend, there were 5 separate crashes involving six injured bicyclists.

Jon Korin, president of the Bicycle Advocates for Annapolis and Anne Arundel County  (Bike AAA) addressed the crowd and implored drivers to be more careful. He reiterated a  “three foot law” that requires that motorists maintain three feet from a bicyclist while overtaking them; and drove home the point with a yardstick

BikeSafetyJune302014_17

Todd Green

This afternoon, Todd Green addressed the crowd. Green was one of the bicyclists hit on Saturday at MD 450/Ritchie Highway at Brice Lane in the marked Baltimore & Annapolis Trail. Green’s girlfriend, Katie Pohler, is still in shock-trauma recovering. Green did not recall much. He and his girlfriend had breakfast and decided to bike to Annapolis to see the beautiful waters. He recalls seeing signs for the Severn River. And then he was hit. Beyond that, he remembers not being able to fly with his girlfriend in the same helicopter because her injuries were too severe. He was lucky. He was released on Sunday and he finally got to see his girlfriend last night. He was shocked to see the physical extent of her injuries; but was glad to see her attempt a smile. Choking up at the podium, Green reported that Katie is laughing and trying to talk and getting better every day. His words were brief and as he walked away, the cuts on his legs were glaring reminders of the incident.

While the fault can be attributed to both the bicyclist and the motorists, the laws are clear.

Witnesses advised a woman ran into the store with a sick dog. The woman, later identified as Monifa Pendelton, told employees that she had left her dog “Chloe” inside her vehicle and it became ill. Employees believed the dog was in critical condition and immediately called for police assistance.

Upon arrival officers met with employees who advised the dog needed help as soon as possible and appeared to be suffering. Anne Arundel County Animal Control was called to the scene. Employees continued to render aid to the dog that they believed was suffering from a heat stroke.

Officers spoke to Pendelton who advised that she had forgotten and left her Yorkie dog, Chloe, inside of her vehicle for approximately 2 hours. When she realized Chloe was still inside the vehicle she exited the store and went to the vehicle. When she found Chloe, she was lethargic. It was apparent that Chloe was in significant distress. An officer took custody of Chloe and transported her to the Anne Arundel Veterinary Emergency Clinic (AAVEC) to get help as quick as possible.

Upon arrival, doctors began immediately treating and evaluating Chloe. After triage, the doctor advised her condition was not well and she was suffering from extreme heat exhaustion/stroke. Chloe’s internal organs were shutting down and her quality of life was poor. The doctor advised that the best medical opinion was to euthanize Chloe due to her condition.

While Chloe was being treated, Animal Control responded and began assisting with the investigation. Chloe was ultimately euthanized. Animal Control took custody of Chloe after completion of the euthanasia for the purposes of a necropsy.

The air temperature on July 1, 2014 was 88.8 degree Fahrenheit.

The girl guided officers to the 1100 block of Belle Drive, where the vehicle was parked when she jumped out.  The man’s vehicle was still parked there, but was unoccupied.  Detectives identified the registered owner of the vehicle, Cordell Salisbury, 52, of Churchton, as the suspect in the abduction.  The girl did not know Salisbury and Salisbury is not a registered sex offender.

Just after midnight on July 6 detectives arrested Salisbury in a home in the 100 block of Brightwater Dr.  Salisbury was charged with kidnapping, false imprisonment, 2nd degree assault, 4th degree sex offense, attempted 3rd degree sex offense, sexual solicitation of a minor, indecent exposure, and kidnapping a child under 16.  Salisbury is being held at the Jennifer Road Detention Center on a temporary commitment pending his hearing with the District Court Commissioner.

Anyone with information about this incident is asked to contact Detective Charles Bealefeld at 410-268-9000 ext. 7299 or cebealefeld@annapolis.gov.
